I propose this theme to not be approved for the simple reason that it is basically TwentyEleven? with a few CSS tweaks and added credit links.
I've compared Ellex and TwentyEleven? side by side, and they look nearly identical. Additionally, all the comment blocks still contain the TwentyEleven? content, and all the PHP function as well as the text-domain use the twentyeleven slug.
