The previous requirement is still not fixed.
You have to remove the profile image field from the user account, beacause, if one switch the theme its a very good chance that the users will lose their avatars. In short , falls under plugin territory.
Kindly fix this , so that I can review it further For more help refer the snapshot shown in the link

As I said, I'm notifying users of the upcoming change in this version and will be removing the profile image option in the next version. I know that it is still not in line with the guidelines, but it will be best for users to give them time to transition rather than removing a feature without notice.

In another theme ticket, Justin Tadlock brought to my attention that the profile image option I have in the Your Profile menu violates the content rules here. Users who switch themes won't have access to avatars added with the profile image option in Ignite.
I'm correcting this by adding a notice in v1.49 linking people to full instructions about the removal and how to use the WP User Avatar plugin instead.
I want to give people time to switch over now, and then in v1.50 I will be removing the profile image option entirely to fit in with the guidelines.
