The comment form labels look good, but it is difficult to see where you are when you are in the comment field, as mentioned under keyboard navigation.
The search from on top of the page is missing the "for" attribute.

Note: The text input fields only have limited visual indicators, the underline is thicker. I'm not sure if that is enough.

In functions.php, veggie_continue_reading_link(), the icon is hidden.

The following links remains the same color on :hover, and are missing text-decoration changes:

I noticed now that the "View all posts by author" in single post view, the comment navigation, the comment author link, the comment reply link, the comment date link,
and the edit comment links have the same issue. Sorry for not catching these sooner. Basically, check all your links, I might have missed some more.
(Regular links in comments are working)

Images with links that are attached to posts are working now, they are underlined on :hover,
but featured images with links and gallery images with links have no indicator.

Forms: Better, the comment form text area now has a visible solid black border when focused.
The search form label is still missing the "for" attribute. Hopefully @joedolsson can clarify whether this is needed when it is a single input form.

The social icons are still problematic, I'm sorry for being too vague.
Without text decoration changes, the contrast has to be high enough between all 3 colors.
There are very few colors that will be valid when you have white background and (nearly) black foreground.
The #303030 foreground against the white: pass.
The new hover color #515050 against the white: pass.
But the #303030 against the hover color #515050 does not pass, their contrast ratio is only 1.64:1.
So a user might not see the difference between the normal state and the hover state.

Theme authors must ensure that all background/foreground color contrasts for plain content text are within the level AA contrast ratio (4.5:1) specified in the Web Content Accessibility Guidelines (WCAG) 2.0 for color 
luminosity.
Background/foreground color contrast also applies to change of state (:focus or :hover) if there is no additional indicator of :focus or :hover, such as a text decoration change.

See http://webaim.org/blog/wcag-2-0-and-link-colors/ for a better explaination than I can provide.

I mention text decoration changes but that is not the only way, you can also change borders, background colors, or use background images.
I am not sure if a texts shadow (outline) would be valid, -it might not work out so well on small text sizes or icons.

Notes:
(Notes are not required, only observations from using the theme.)

When you add a border on focus or hover, but not on the normal state, the item will "move" to make room for the new border.
Consider adding a transparent border of the same thickness to the normal state of those items.

I noticed that you added an extra dashed border here:

.post-navigation .nav-previous a:focus, 
	.post-navigation .nav-next a:focus { 
	    border: 1px dashed #333; 
}

That is fine of course, I just wanted to clarify that it was not required. The focus outline was visible for these links. They just happened to be in the image to show the difference between the links focus and the comment form text area.

I believe I misunderstood the contrast requirement, it is only for plain content text, so that would mean the social icons are excluded from the requirement. Likewise, the linked images are not required to have a visual focus highlighting, only text links?

I'm sorry my intention was not to delay the theme even more.

Contrast requirements apply to everything. They're harder to pin down for icons, but they do apply to everything.

Linked images should also have focus highlighting; anything that can receive focus should have a visible indication that it's focused. (Although I've probably missed this on occasion.)

This is really close; there are just a few details to wrap up. Thanks!

1) Headings: Pass

2) ARIA Landmarks: Fail

.site-info falls outside any ARIA landmark container.

3) Link Text: Pass

4) Controls: Fail

Search submit: cannot be hidden using 'display: none;'; should only be hidden using screen reader text classes. Bonus if it becomes visible when it receives :focus

5) Keyboard Navigation: Pass

It passes, but I strongly suggest making your :focus states at least as strong as your :hover states. There are a number of cases where the :hover state for a link has a bold underline but the :focus state just has a light dotted outline.

6) Contrasts: Fail

Almost completely passes. The failure is in the widget search form's placeholder color. Since that form doesn't have any other visible labels and has no fully enclosing box, it looks like a horizontal rule at the top of the sidebar if you can't see the contrast with the placeholder. Either increase the visibility of the placeholder or add a visible button or label that makes the form usage more clear.

Just a couple remaining issues to handle:

2) ARIA Landmarks: Fail

I can see you've added a role attribute of 'copyright', but that's not a valid landmark role. It would be appropriate to either use the role 'contentinfo' or move the site-info container inside 'footer', which already has that role.

5) Keyboard Navigation: Fail

Ironically, though this passed before, it now fails with the added 'Search' button. The widget search button is now a focusable object on the page (as opposed to a hidden object, previously), and needs to have a visible :focus state. The existing :hover state is great; you can just repeat that.

Everything else passes at this point!
