Thank you for the detailed review. All required items are fixed in 0.10.4:

1. Without WooCommerce the shop sections, editor hints and WooCommerce blocks are no longer rendered (inc/no-woocommerce.php); editor-only hints are never output on the front end.
2. The theme no longer dequeues WooCommerce scripts or styles.
3. mb_stripos() has a stripos() fallback.
4. The sale percentage is translatable.
5. Tested with the Theme Unit Test data: submenus in the header no longer render open (a page list selector in blocks.css was too broad), menus that do not fit move into a "More" panel, footer submenus are a nested list; also fixed wide/full alignments in posts, lists in comments and classic page links.
6. Added the translation-ready and style-variations tags.

From the recommendations: block style renamed to seaglass-cards, the admin notice script loads only on the three notice screens, wp_add_inline_script() instead of wp_localize_script(), regenerated .pot, function docs completed.
